Neighbourhood and Community Tool to put residents at the heart of decision making

The Quality of Life Foundation is excited to launch a new project in partnership with Sovereign Network Group, The Guinness Partnership, Notting Hill Genesis, Haringey Council, First Choice Homes Oldham, and Orbit Group, to co-create a new resident-led Neighbourhood and Community Tool. 

The initiative – funded by Fusion21 Foundation – will empower residents to shape the future of their neighbourhoods, while supporting housing associations and local authorities to meet the latest consumer standards and make better-informed, place-based decisions. 

Developed in response to a growing focus on tenant satisfaction and the need for enhanced community engagement, the tool will give residents a structured way to share what matters most to them – from safety and green space to influence over local decisions. By drawing on the Quality of Life Framework, it will ensure a holistic understanding of neighbourhood wellbeing, tailored to each local context. 

Working closely with the six registered providers, the Quality of Life Foundation will co-design and test the tool through a series of workshops and feedback sessions with residents and communities living and working locally. The resulting digital and non-digital platforms will generate actionable insights and clear, outcomes-based recommendations for each participating neighbourhood.

The project comes at a critical moment for the sector, as providers respond to the revised consumer standards set out in the Social Housing Regulation Act, including increased expectations around the home, tenancy, neighbourhood and community.

By embedding resident insights into decision-making processes, the tool supports long-term stewardship and accountability, while reinforcing the role of housing associations, councils and their partners as anchor institutions in their communities.
